Vintage Cigarette Roller

It is a tobacciana item and falls under the rollers and makers category.
Well I'm not sure how to make it work but it's definitely one large size cigarette roller more like a cigar roller about the size of this thing. It moves and stuff I'm just not sure how to make it work so I'm selling it as not working just to be on the safe side.
